In August 2011, a Ministry of Labour operation uncovered 15 individuals, mostly from Bolivia, including a 14-year-old girl, working in conditions similar to slavery at workshops supplying Zara Brasil in São Paulo. These subcontracted workshops were cited for offenses such as excessive working hours, debt bondage, and poor hygiene. Consequently, infraction notices were issued against Zara by the Ministry of Labour, and the company’s name was added to the Ministry’s notorious Dirty List (Lista Suja) of employers engaged in labour practices violating human rights and considered analogous to slavery. Zara Brasil, owned by the Spanish multinational Inditex Group, claimed to be unaware of such exploitative practices and asserted it had no employment relationship with the victims who were contracted by a third party.
