The Office of the United Nations High Commissioner for Human Rights opened a call for comments on the draft statement on non-state actors in the context of the Convention for the Protection of All Persons from Enforced Disappearances.
The Committee on Enforced Disappearances (CED), by opening the space for comments from civil society, sought to clarify the applicability of the convention to non-state actors.
We made comments on points that we believe will help in refining the statement, bringing lessons from the Brazilian context to the debate.
In addition to the contributions of several organizations, four Latin American countries also sent their comments to the CED opinion: Argentina, Colombia, Ecuador and Mexico.
